Board Meeting Notes 2-13-2025

Due to winter weather, the Board of Supervisors meeting originally scheduled for Tuesday, February 11, 2025, was postponed until Thursday, February 13, 2025. The Board held work sessions at 9:00 AM, and closed sessions after the work session. The Board of Supervisors convened its regular meeting at 12:00 noon.

Work Sessions

The Board of Supervisors moved to a work session with staff to review with the Board of Supervisors fiscal year 2025-2026 projected General Government Fund operating budget revenues, review updates to the County of Roanoke Fee Compendium and Outside Agency Funding.

The Board also held a separate work session to receive an update about Community Engagement from staff before moving to a closed meeting.

Closed Session

The Board of Supervisors moved to closed sessions as follows:

  1. Per Section 2.2-3711(A)(8) for the Board to consult with the County Attorney regarding specific legal matters requiring the provision of legal advice. Specifically, the Board will receive legal advice regarding issues pertaining to the renegotiating of certain agreements, the disclosure of which could compromise the negotiating strategy of the Board.
  2. Per Section 2.2-3711(A)(5) of the Code of Virginia, for discussion concerning a prospective business or industry or the expansion of an existing business or industry where no previous announcement has been made of the business’ or industry’s interest in locating or expanding its facilities in the community. Specifically, the Board will discuss potential business location or expansion in the five magisterial districts.

Regular Meeting

At 12:00 noon, the Board of Supervisors convened its regular meeting. At the top of the meeting Board of Supervisors approved a resolution recognizing staff members Caitlin Gills and Justin Hubard for being selected as part of The Roanoker Magazine’s 40 Under 40 for 2025.

Library Marketing Manager Caitlin Gills has been a key team member of the Roanoke County Public Library team since 2014 and was recognized for her community involvement and roles in creating the library’s first Teen Advisory Board and “restructuring the library’s marketing strategy to increase patron engagement.”  

In his role as the School Resource Officer (SRO) for Cave Spring Middle School, Justin Hubbard’s work with the student-led Squires’ AIDE at Cave Spring Middle School helps to address issues like mental health, anti-bullying, and safe driving.

The Board of Supervisors also heard a briefing from Roanoke Gas on a project to replace aging gas lines the Highland Park/Garst Mill area of the County.

The Board went on to hear the first reading of an ordinance to accept and appropriate grant funds in the amount of $209,300 and the required local match of $209,300 for an ambulance and stretcher/load system from the Virginia Department of Health (VDH).

Consent Agenda

The Board of Supervisors approved the following items in the form of one resolution:

  • Approval of minutes – January 28, 2025;
  • Ordinance accepting and appropriating a donation from the Friends of the Roanoke County Public Library in the amount of $30,000 for use by the Roanoke County Library Department. (Second Reading).

The next Board of Supervisors meeting is scheduled for Tuesday, February 25, 2025.
