Board Meeting Notes 1-28-2025

The Board of Supervisors convened its meeting today at 12:00 p.m. for the sole purpose of holding a closed meeting prior to the 2:00 p.m. open meeting. The closed meeting was held in accordance with Section 2.2-3711(A)(5) of the Code of Virginia, for discussion concerning a prospective business or industry or the expansion of an existing business or industry where no previous announcement has been made of the business’ or industry’s interest in locating or expanding its facilities in the community. Specifically, the Board discussed potential business location or expansion in each of the five magisterial districts.

The Board of Supervisors meeting reconvened at 2:00 p.m. At the top of the regular meeting, the Board of Supervisors approved a resolution of appreciation to Phil C. North for his service as Chairman of the Board of Supervisors in 2024.

The Board of Supervisors also approved a resolution congratulating the Hidden Valley High School Girls Volleyball Team for winning the 2024 Virginia High School League (VHSL) Class 3 State Championship.

In new business the Board of Supervisors expressed its support for legislation authorizing the Board of Supervisors of Roanoke County, Virginia to acquire parcels in Roanoke County, Virginia and Bedford County, Virginia known as “Explore Park.”

The Board of Supervisors went on to approve a resolution in support of Renovation Alliance’s Funding Application to the United States Department of Agriculture Rural Development Office for a Housing Preservation Grant.

The Board of Supervisors heard the first reading of an ordinance accepting and appropriating a donation from the Friends of the Roanoke County Public Library in the amount of $30,000 for use by the Roanoke County Library Department.

Consent Agenda

The Board of Supervisors approved the following measures in the form of one resolution under its consent agenda.

  • Approval of minutes – January 14, 2025;
  • The petition of April Joyce Hernandez Lemus to rezone approximately;
  • 12.61 acres from R-1, Low Density Residential District, to AR, Agricultural/Residential District, located at 1807 Mayfield Drive, Vinton Magisterial District. (First Reading and Request for Second Reading and Public Hearing);
  • The petition of B2X Online, Inc., to obtain a special use permit to construct a broadcasting tower approximately 80 feet tall on approximately 6.972 acres of land zoned AR, Agricultural/ Residential District, located at 9731 Tinsley Lane, Windsor Hills Magisterial District. (First Reading and Request for Second Reading and Public Hearing);
  • Request to accept and allocate grant funds in the amount of $6,000 from the J. Spencer and Joy Frantz Donor Advised Fund of Community Foundation Serving Western Virginia to Roanoke County Fire and Rescue;
  • Request to accept and allocate grant funds in the amount of $24,000 to the Sheriff’s Office from the U. S. Department of Justice for the Edward Byrne Memorial Justice Assistance Grant Program.

Work Sessions

The Board of Supervisors moved to a work session with staff to review with the Board of Supervisors fiscal year 2024-2025 mid-year revenues and expenditures.
