Board Meeting Notes 5-14-2024

At the top of the meeting, the Board of Supervisors issued a proclamation declaring the month of May 2024 as Business Appreciation Month in Roanoke County. Whitney Scott of Basil's Farm Market & Gifts accepted the proclamation on behalf of the Roanoke County business community. 

Basil's Farm Market & Gifts opened late last year as a destination retailer providing locally sourced produce and artisan-made gifts. Basil’s specializes in providing locally sourced and high-quality products. We extend our gratitude to Basil's for their invaluable partnership and eagerly anticipate their continued growth in the Roanoke Valley.

The Board of Supervisors also approved a resolution recognizing four members of the Mt. Pleasant Fire Department for their years of service.

The Board of Supervisors received a briefing from Jeremy Holmes of the Roanoke Valley Alleghany Regional Commission, detailing the many services the commission provides to Roanoke County, surrounding locality and all of our citizens.

In new business, the Board of Supervisors approved the Roanoke Regional Cable Television budget for fiscal year 2024-2025. Roanoke Valley Television (RVTV) is a civic media resource serving the City of Roanoke, Roanoke County, Town of Vinton, and their respective school systems. Since 1993, RVTV has provided government and educational media services for the three localities, and distributes video content via cablecast, live-stream, social media and on-demand.

The Board of Supervisors also held a public hearing to receive citizen comments on the proposed Fiscal Year 2024-2025 Operating Budget and the proposed Fiscal Year 2025-2034 Capital Improvement Program. The Board went on to hear the first reading of an ordinance to appropriate funds for the Fiscal year 2024-2025 operations budget and approval of the Classification and Pay Plan for fiscal year 2024-2025 for the County of Roanoke, and the Fiscal year 2024-2025 capital budget for the County of Roanoke. Second reading of these measures is set for May 28.

Consent Agenda

The Board of Supervisors approved the following items in the form of one resolution in its consent agenda.

  • Approval of minutes – April 23, 2024;
  • First reading of an ordinance accepting funds in the amount of $500,000 from the STBG/carbon reduction program, appropriating such funds to the County’s grant fund for the construction of the Roanoke River Greenway through Explore Park, and authorizing an amendment to the Professional Services for Design of the Roanoke River Greenway through Explore Park Limited Services Contract with AECOM Technical Services, Inc. (VDOT UPC 113567). (First Reading and Request for Second Reading and Public Hearing on May 28);
  • First reading of an ordinance amending Chapter 7 (Building Regulations), Article V (Fees), Sections 7-71 (Building Permit Fees) and 7-72 (Trade Permit Fees) of the Roanoke County Code (First Reading and Request for Second Reading and Public Hearing on May 28);
  • An ordinance to accept and appropriate grant funds in the amount of $400,133 from the Virginia Department of Fire Programs for the Aid to Localities Funds (VDFP) (Second Reading);
  • First reading of an ordinance accepting and appropriating funds in the amount of $30,000 from the Virginia Department of Rail and Public Transportation through the Transit Ridership Incentive Program (TRIP). (First Reading and Request for Second Reading on May 28);
  • First reading of an ordinance to accept and appropriate funds from Roanoke City in the amount of $101,402.92 and Franklin County in the amount of $101,402.92 for a total of $202,805.84 for the 911 GADI Genesis Aided Dispatch Interface capital project. (First Reading and Request for Second Reading on May 28);
  • A request to accept and allocate funds in the amount of $91 to the Clerk of the Circuit Court from the Commonwealth of Virginia.

Work Session

The Board of Supervisors moved to a work session with staff to review Roanoke County’s Strategic Plan.

Closed Sessions

The Board of Supervisors also held closed meetings as follows:

Section 2.2-3711 (A)(3) of the Code of Virginia, to discuss or consider the acquisition of real property in the Cave Spring Magisterial District for a public purpose, where discussion in an open meeting would adversely affect the bargaining position or negotiating strategy of the public body.

Section 2.2-3711(A)(5) of the Code of Virginia, for discussion concerning a prospective business or industry or the expansion of an existing business or industry where no previous announcement has been made of the business’ or industry’s interest in locating or expanding its facilities in the community. Specifically, the Board will discuss potential business location or expansion in the Cave Spring and Catawba Magisterial Districts.
