At the top of its meeting, the Board of Supervisors proclaimed October 22-28, 20223 as Red Ribbon Week in the County of Roanoke. Adam T. Neal, Director of the Roanoke Area Youth Substance Abuse Coalition, accepted the proclamation.   >> See the Board Report for more information.

The Board of Supervisors also proclaimed November 2023 as National Adoption Month and November 18, 2023, as National Adoption Day in the County of Roanoke. Social Services Director Susan Goad accepted the proclamation along with other Department of Social Services staff members. >> See the Board Report for more information.

In new business, the Board of Supervisors approved a resolution authorizing the execution of an agreement with the Roanoke City/ Alleghany Health District, adopting a joint rabies exposure response plan.  >> See the Board Report for more information.

The Board of Supervisors approved an ordinance on first reading, as an emergency measure due to time constraints, to submit applications to the Literary Fund for loans and providing initial approval of the issuance of bonds by the County of Roanoke, Virginia, as evidence of loans. Literary Fund loans are a part of the financing strategy, as outlined in the Memorandum of Understanding (MOU) between the County and Schools regarding Joint Capital Funding as approved by the Board of Supervisors on April 11, 2023. The MOU references a Literary Loan of $25 million as a component of the financing for the Career & Technical Education Center. The remainder of the funding along with the financing for the renovations for Glen Cove and W.E. Cundiff Elementary Schools are a part of the joint debt funding model for future capital projects.  >> See the Board Report for more information.

Consent Agenda

The Board of Supervisors approves the following items in the form of one resolution under its consent agenda:

  • A resolution proclaiming October 2023 as Community Planning Month in Roanoke County;
  • An ordinance authorizing the approval of a permanent open-space easement to the Virginia Outdoors Foundation on property owned by the Roanoke County Board of Supervisors and the Virginia Recreational Facilities Authority for Explore Park, identified as Tax Parcel Number 080.00-05-17.00-0000 in Roanoke County and Tax Parcel Numbers 172 A 42 and 172 A 14A in Bedford County (First Reading and request for Second Reading);
  • An ordinance approving a permanent easement to the City of Roanoke on property owned by the Roanoke County Board of Supervisors (Roanoke County Tax Map Number 060.11-04-17.00-0000) for the purpose of constructing and maintaining the City of Roanoke’s Glade Creek Stream Restoration Project (Second Reading);
  • A request to accept and allocate the Virginia 9-1-1 Services Board fiscal year 2024 Data Maintenance and Data Transfer grant in the amount of $5,000;
  • A request to accept and allocate $28,181 from the Bureau of Justice Assistance (BJA) fiscal year 2023 Edward Byrne Memorial Justice Assistance (JAG) Grant;
  • A proclamation commending United Way of Roanoke Valley on its 100th Anniversary.
  • An appointment to the Economic Development Authority.

Work Session

The Board of Supervisors moves to a work session to review the status of the County of Roanoke's ongoing Capital Improvement Program (CIP) projects as of June 30, 2023.  >> See the Board Report for more information.

Evening Session and Public Hearings

The Board of Supervisors approves a petition of Glenmary Drive Roanoke LLC to amend a portion (approximately 19.06 acres) of the Roanoke County Center for Research and Technology Master Plan to allow warehousing and distribution as a permitted use.  >> See the Board Report for more information.

The Board of Supervisors denies a petition by Terry Dooley, Jr. to obtain a special use permit to operate a short-term rental on approximately 0.2363 acres of land zoned R-1, Low-Density Residential District, located at 4501 Girard Drive.  >> See the Board Report for more information.
