Board Meeting Notes 3-28-23

FY 2024 Operating Budget Briefing CoverAt the top of the meeting, the Board of Supervisors received a briefing about the County Administrator's Proposed FY 2023-2024 Operating Budget and Proposed FY 2024-2033 Capital Improvement Program. The presentation gave an overview of the County’s budget environment, considering the impacts created by inflation, an uncertain economy, and delays in the approval of Virginia's State budget.

The presentation also highlighted new economic drivers in the 419 Town Center (Tanglewood area) as well as recent announcements by North American Specialty Laminations and Lowe’s Distribution Center.  Overall themes for the proposed FY 2023-2024 budget include:

  1. Tax Relief for Our Citizens
  2. Support for Schools
  3. Retaining and Recognizing Employees
  4. Continuing our Commitment to Public Safety
  5. Strengthening Investment in Capital and Technology
  6. Enhancing Quality of Life
  7. Continuing Support for Regional Programs

Roanoke County's Capital Improvement Plan (CIP) is a detailed 10-year listing of projects submitted to the Board of Supervisors for approval. A capital project is defined as having a countywide benefit, a cost in excess of $100,000, and a lifespan of over five years or, if funded by bonds, a lifespan at least equal to the length of the bond issue. This can include items such as reconstruction or replacement of buildings or equipment, new construction or development, and acquisition of property and equipment. The first of two public hearings on the proposed FY 2023-2024 Operating Budget and Capital Improvement Program is scheduled for April 25. A second public hearing is set for May 9 along with the first reading of ordinances to adopt and appropriate funds for the budget and capital plan. Final approval will come on May 23, with the second reading of ordinances to a vote to adopt and appropriate funds for the budget and capital plan.

Consent Agenda

The Board went on the approve the following items on its consent agenda in the form of one resolution:

  • An ordinance authorizing the approval of new variable width drainage easements to the Board of Supervisors of Roanoke County, Virginia properties located along Denise Circle for the purpose of drainage improvements, Vinton Magisterial District (Second Reading),
  • An ordinance authorizing the approval of new variable width drainage easements to the Board of Supervisors of Roanoke County, Virginia, on properties on Girard drive for the purpose of drainage improvements, Cave Spring Magisterial District (Second Reading),
  • The confirmation of appointments to the Roanoke County Board of Zoning Appeals (District) and to the Economic Development Authority.

Work Sessions

The Board moved to a work session with Police Chief Poindexter to discuss the Chief’s vision for the department. The Board also held a work session with staff to further discuss the County Administrator’s Proposed FY 2023-2024 Operating Budget and Capital Improvement Program and to review information about the budget impacts of a potential change in the assessment of Personal Property for the calendar year 2023. 

While the Board adopted the maximum tax rates for real estate, personal property, and machinery and tools at its March 14 meeting, the final tax rates will be considered and adopted after a public hearing at the April 11, 2023 Board of Supervisors meeting.

Evening Session and Public Hearings

At its 7:00 PM session, the Board of Supervisors approved a resolution adopting an amendment to the Comprehensive Plan for Roanoke County, Virginia, by incorporating the U.S. Route 460 Land Use and Connectivity Study. While previous studies have examined how to improve the flow of traffic on Route 460, the Route 460 Land Use and Connectivity Study looks at ways to potentially improve traffic flow around Route 460 in the County, which would allow residents to access developments in the Bonsack area without having to use Route 460.
